Sequence
Before a housing project is eligible to submit for Building Plan check and Permitting under AB 2234, all necessary review and approvals required from Public Works and Planning Department must be secured and the Zoning Clearance(s) issued. These approvals include but are not limited to the items listed in the Planning Commission or City Council Resolution for a Development Plan/Conditional User Permit/Subdivision Map or Conditions of Approval issued for a Land Use Permit as being required before the City issued a Zoning Clearance. These items include, but may not be limited to: Stormwater Plans, Erosion Control Plans, Grading Plans, Map Recordation, Final Design Review Approval, Landscaping and Lighting Plan approval, Agreements/bonds, etc.
Submittal
Permit Applications and Resubmittal/Revisions shall be submitted to the City of Goleta Building Department electronically through the Public Portal. The customer will upload the application and any required/necessary plans, reports, calculations, etc. through the Public Portal. For submissions requiring plan review, the applicant will be invoiced 75% of the permit fee. Upon verification of payment, the permit will move into completeness review and if found complete, move into plan review for those cases requiring technical plan review.
If the application is found incomplete and/or corrections are required, a notification will be sent to the applicant, using the email address provided in the Public Portal, outlining what is needed to address the required corrections. The applicant must make the necessary corrections, and upload the revised application, plans or technical studies to the Public Portal.
Once no corrections are needed, the applicant will be notified of the fees due, which can be paid online through the Public Portal. The following items are necessary for a complete submittal:

Processing Times
In accordance with AB 2234, the City will notify applicants within 15 business days if the application submittal is incomplete and the needed corrections or if no corrections are needed and the application can be deemed complete. Once found complete, then the City plan check could take up to 30 business days as provided for in AB 2234. Plan check timeframes established by AB 2234 are suspended while other outside Agencies are conducting their associated plan check review.
