Pavement Project Areas

The Pavement Rehabilitation Project began in July 2024 and includes portions of the following streets: Colusa Drive, Cathedral Oaks, Phelps Road, Hollister Avenue, Storke Road from Hollister Avenue to Highway 101, and Fairview Avenue from Calle Real to Highway 101. Construction Update: November 2024

Starting Monday November 4, 2024, crews will be working on the Cathedral Oaks Road bike path from Paseo Del Pinon to the closure point north of the intersection of Cathedral Oaks Road and Calle Real.  During construction, the bike path will be closed. The bike path work will not require on street traffic controls or lane closures.

The existing bike path will be repaved and a transition will be constructed to connect the bike path to the bike lane on Cathedral Oaks Road, enhancing safety and accessibility.

Please be aware of construction impacts including:

  • Bike path closure
  • Trucks entering & exiting work area
  • Increased construction noise

All construction zones are closed to the public and should not be accessed during active construction activities or while unattended. Schedule is subject to change.

2024 Pavement Construction Areas

The Department of Public Works awarded the construction contract for 2024 construction, which began in July. The project will include portions of the following streets: Colusa Lane, Cathedral Oaks Road, Phelps Road, Hollister Avenue, Storke Road, and N. Fairview Avenue. Planning Ahead

  • All parcels within ½ mile of the project area will receive a notification announcing that construction will begin in the coming weeks.
  • Approximately two weeks before construction, all parcels within ¼ mile of the project area will receive a second notification about upcoming construction.
  • Approximately one week before construction, the parcels along the project alignment will receive a door hanger announcing the start date.

What to Expect During Construction

During construction, please be on the lookout for impacts including:

  • Restricted street parking
  • Lane closures and traffic detours
  • Increased construction noise
  • Trucks entering/exiting work areas
  • Reduced traffic speeds

2024 Construction Map

Current and upcoming work includes portions of the following streets:

  • N. Fairview Avenue – finalizing new roadway striping, road upgrades already complete
  • Colusa Lane – curb and sidewalk work started

Cathedral Oaks Drive: A New Bike & Pedestrian Friendly Layout

At its July 16 City Council meeting, Council chose a new layout for Cathedral Oaks Road that includes:

  • Safer bike lanes on both the north & south side of Cathedral Oaks Road
  • Parallel & back-in angled parking
  • Improved curb ramps
  • Roadway resurfacing

Storke Road/Hollister Avenue: Transit, Bike/Ped and Median Improvements

Tentatively scheduled to be included in the 2025 Pavement Rehabilitation Project, the City of Goleta, in coordination with MTD, is improving pedestrian, transit, and vehicle circulation in the Storke Road/Hollister Avenue area.

The improvements include:

  • Longer left turn lane from southbound Storke Road into the Target shopping center at Storke Plaza,
  • Longer right turn lane from southbound Storke Road into the Home Depot shopping center on Marketplace Drive,
  • Relocate the bus stop on southbound Stroke Road from the North of the Marketplace Drive intersection to the south side of the Market Place Drive intersection.

In the multimodal project improvements are in an effort to decrease traffic congestion and increase connectivity.

Prioritizing and Funding Road Maintenance

The City of Goleta, Public Works staff use a computerized database system to track 85 centerline miles of pavement conditions and to help prioritize pavement maintenance projects. With the goal of using the right maintenance update at the right time, Public Works staff can better ensure efficient use of taxpayer dollars and that Goleta’s roadways are in the best possible shape. 

Goleta pavement projects are funded by a variety of dedicated funding sources:

Centerline miles represent the total length of a given road from its starting point to its end point. The number and size of the lanes on that road are not included in centerline mileage calculations. 
  • Measure A’s, Local Surface Transportation Program (LSTP)
  • Measure A’s Road Maintenance and Rehabilitation Account (RMRA)
  • Occasional allocations from the City’s general fund
  • State and federal grants, when available, for projects that meet specific objectives

However, these sources are not sufficient to keep up with existing pavement program needs, so the City must prioritize improvement projects in an equitable manner.

 Measure A, administered by Santa Barbara County Association of Governments, is a local transportation half-cent sales tax initiative, approved by voters in 2008.

 

Maintaining and Repairing Pavement and Roadways

Before costly repairs or even replacement of pavement is needed, the City uses preventative maintenance treatments intended to extend the life of the payment. Reconstruction is only considered when preventative maintenance is no longer feasible.
