Homelessness Strategic Plan

The City of Goleta has its first ever Homelessness Strategic Plan (Plan). The goal of the Homelessness Strategic Plan is to provide important direction and clarity around needs, service gaps, and priorities in order to make effective and strategic funding decisions that serve both the existing homeless population, as well as those at risk of becoming homeless.

Affordable Housing Implementation

The Affordable Housing Implementation Program implements the City's housing policy and administers affordable housing units in the City. The General Plan Housing Element is the City’s main housing policy document, which articulates the City’s housing policies, strategies, and programs. 

Housing Element

Goleta’s Housing Element establishes City policies and programs for maintaining and improving existing housing and plans for sufficient residential capacity to meet the City’s share of the regional housing need, both overall and by affordability level.
