The Affordable Housing Implementation Program carries out affordable housing policy and administers affordable housing units in the City. The Housing Element (Chapter 10 of the General Plan) as the City’s main housing document lays out the City’s housing policies, goals, and programs. The City is committed to addressing housing affordability through Housing Element policies and strategies.
A central Housing Element goal is addressing the City’s share of regional housing needs and making housing attainable for all social and economic segments of the community. Successful implementation of the City’s housing programs promotes a healthy, balanced community in which individuals and families of all incomes and needs, including lower-income households, can afford to live.
Below Market Rate (BMR) housing units in the City are created via the Inclusionary Housing program, Density Bonus Law, City financial subsidy, or other mechanisms. City staff are responsible for imposing project conditions, drafting affordability covenants, and ensuring compliance with City program requirements for BMR Units. The City Council adopted policies and procedures for administration of BMR Units in Goleta.
