The City of Goleta is committed to reducing the prevalence of single use plastics within the community, and is working hard to advance policies that support zero-waste practices. In the Planning & Environmental Review Annual Work Program for 2021-2022, the Sustainability Program's third priority for new projects was the development of an ordinance to reduce the use of Polystyrene Foam and Single Use Plastics in the community. The City utilized a two-pronged approach, passing two ordinances that first brought the City into compliance with AB 1276 and then expanded upon those regulations to further reduce plastics in the community.  

Plastic Waste Reduction Regulations to Address Single-Use Plastics and Polystyrene

The City’s second ordinance and most recent ordinance, adopted September 6, 2022, takes a comprehensive approach to addressing plastics in the community. The ordinance includes measures that prohibit the distribution and sale of polystyrene products, restricts the sale of Mylar balloons and prohibits all balloon releases, regulates the distribution of plastic disposable foodware, and establishes and on-premises reusable foodware policy.

Assembly Bill 1276 - Single Use Items Upon Request Only 

In October 2021, the AB 1276 was signed by Governor Newsom, amending existing law regulating plastic straws. The law now prohibits a food facility from providing any single-use foodware accessory or standard condiment to a consumer unless requested by the consumer and requires an enforcement agency be established by the City. The City adopted an ordinance on May 17, 2022 to comply with the requirements of AB 1276. The ordinance will go into effect starting June 17, 2022. The City encourages all businesses to take actions in addition to the requirements of AB 1276 that support the goal of reducing the use of and waste generated by all single-use food service products. Businesses are encourage to put up signage reflecting this change of law and samples can be found in English and in Spanish here.
