NRG Energy, Inc., have requested approval of the NRG Ellwood Battery Storage Project. The project description and location are provided below. The City has completed a Final Initial Study-Mitigated Negative Declaration (Final IS-MND) for the Project. The Final IS-MND includes minor text corrections to the Draft IS-MND, a Mitigation Monitoring and Reporting Program, and Response to Comments received on the Draft IS-MND.
Project Description:
NRG Energy, Inc. requests approval of a Conditional Use Permit to allow the installation of one modular battery storage system with a capacity of 500 kilowatts (kW). The project would not include any changes to the existing EGS facility or affect operation of the EGS combustion turbines. The project would connect with an existing Southern California Edison (SCE) 16-kilavolt (kV) distribution line, which connects to SCE's Isla Vista Substation to the south. No new above-ground electrical transmission or distribution lines would be required. The required distribution voltage cable would run below-grade through an existing underground conduit and would terminate at the base of an existing SCE distribution pole located immediately adjacent to EGS.
Location:
The project is located at 30 Las Armas Road, Goleta (APN: 079-210-003). The project site is inside the existing 1.5-acre Ellwood Generating Station (EGS) site. The subject property has a General Plan land use designation of Public-Quasi-Public (P-QP) and is zoned Public Utility (PU).
