Hollister Avenue Old Town Interim Striping Project: Complete
In October 2024, the City completed the Hollister Avenue Old Town Interim Striping Project. The project introduced numerous public safety measures, including:
- Pavement improvements
- Dedicated bicycle lanes
- Reducing vehicle lanes to one lane in each direction
The Project also introduced timed public parking spots in Old Town, providing visitors parking near their destination and promoting parking turnover. Watch a quick video about back-in, angled parking. Click here to view.
The Hollister Avenue Old Town Interim Striping Project is a pilot project that will be evaluated for how it serves the needs of Old Town. The changes to Old Town allow the City to gather data and observe trends as it secures funding and plans to focus on future Vision Zero improvements. Once funding becomes available, information from the interim updates will inform the streetscape improvement design for the Hollister Avenue Complete Streets Corridor Project.

Please plan accordingly for your visits to our local businesses as Project Connect construction is underway on Hollister Avenue over the San Jose Creek.
The Project includes:
- One vehicle and bike lane in each direction
- A non-traversable painted median
- Back-in angled 90-minute parking along the north side of the street
- Parallel 90-minute parking along the south side of the street
- Pavement restoration
- Traffic signal equipment and timing upgrades

Project Background
City staff continuously monitor data and identify opportunities to reduce roadway injuries and accidents throughout Goleta. The Hollister Avenue stretch through Old Town was identified as having the highest rate of collisions than other roads in the City.
In January 2021, the City Council approved a new Capital Improvement Program (CIP) project, the Hollister Avenue Old Town Interim Striping Project. Identified as a traffic calming and pedestrian improvement project, Council directed Public Works staff to develop striping plans that did not adjust the street width or existing sidewalk but implemented parking and multi-modal improvements until the complete streets project could be funded. Construction began in May 2024 and was completed in October 2024.
