This project has infilled missing sidewalk along the east side of Fairview Avenue from Stow Canyon Road south for 370 feet. The project included curb, gutter, sidewalk, driveway, ADA access ramps, a crosswalk and a new light pole at Stow Canyon Road. An additional vehicle travel lane and Class II bike lane were installed to match the existing configuration of Fairview Avenue at both ends of the project; providing a continuous route of travel for pedestrians, bicycles and vehicles.

Purpose and Need

The sidewalk along the east side of northbound Fairview Avenue had a gap beginning 370 feet south of Stow Canyon Road, until Stow Canyon Road. The road at either end of this gap prior to the new construction was made up of a variable width median, two vehicular travelways, a 5’ Class II bike lane and sidewalk, curb and gutter on both the north and southbound directions. The pre-construction sidewalk along the east side of Fairview Avenue fronts the Goleta Branch Library, but terminates at the Fairview Gardens frontage, resuming north of Stow Canyon Road. Additionally, northbound Fairview Avenue transitions from two travel lanes to one some 750 feet south of Stow Canyon Road, and returns to two lanes just north of Stow Canyon Road. This bottlenecking is due to a constricted City right of way along the Fairview Gardens frontage.

Currently, some 1,500 students attend schools in the immediate vicinity; from Goleta Valley Jr. High, Coastline Christian Academy, Santa Barbara Charter School and Montessori Center School. Other facilities in the area that attract bike/ped activity include the Goleta Branch Library, the Goleta Union School district and the Fairview Education Farm.

Support the Goleta Library as a robust community resource
Strengthen Citywide infrastructure including roads and traffic circulation, including bicycle lanes, paths and sidewalks
Incorporate Vision Zero plans into transportation project design with the goal of eliminating the potential for future traffic related injuries and/or fatalities

Funding Sources

The project fits the criteria for Measure A Safe Routes to School funding, and staff secured a Measure A grant of $96,000 to fund design and construction. Need for any additional funding to complete construction will be determined with final design.
