Description

This project included improvements at two locations – Hollister Avenue at Chapel Street and Calle Real at Kingston Avenue. The project installed pedestrian activated Rectangular Rapid Flashing Beacons (RRFB’s) over the travel lanes on Hollister Avenue at Chapel Street to provide an additional visual cue to alert motorists when a pedestrian wishes to cross the street. The project included new striping, signage and lighting placed in existing pavement, and sidewalk improvements. The project also included the installation of a Pedestrian Hybrid Beacon (PHB), formerly known as a High Intensity Activated crossWalK (HAWK) signal over the travel lanes at the intersection of Calle Real and Kingston Avenue, replacing the existing old style yellow flashing beacons. The project included new striping, pavement markings, signage, and construction of ADA curb ramps.

The following are the proposed project plans and specifications for the Rectangular Rapid Flashing Beacons at Chapel Street and Pedestrian Hybrid Beacons at Kingston Avenue Project referenced in the Council Agenda Staff Report, Agenda Item No. 20-112. 

 

Purpose and Need

The City of Goleta will improve safety for pedestrians at uncontrolled pedestrian crossing locations throughout the City. Staff conducted field investigations of each site to determine what measures could be implemented to proactively reduce the potential for future pedestrian collisions. The old style yellow flashing beacons have a low driver compliance rate. The Rectangular Rapid Flashing Beacons system will help grab drivers’ attention and increase compliance in stopping for pedestrians at the crosswalk.

Strengthen infrastructure, maintain a safe community, and return Old Town to a vital center of the City.

Funding Sources

Funding for this project is a combination of Measure A local funds, General Fund, and the Highway Safety Improvement Program.

Current Phase

The project was completed in March 2021.
