Description
This project made capacity improvements to both Las Vegas and San Pedro Creeks at Calle Real, Route 101, and at Union Pacific Railroad (UPRR) by replacing the existing culverts with larger volume bridge structures. The City’s portion of the funding was for culvert capacity beneath Calle Real. Caltrans was the lead agency working with Santa Barbara County Flood Control and the City of Goleta.
Purpose and Need
The culvert replacements will help prevent flooding as it has occurred in previous years. The existing culverts have capacity rated for a 10 year storm event. These areas have been flooded several times, and the flood waters also cover HWY 101. Replacing these culverts increases capacity to a 25 year storm event and reduces flood events north of Calle Real in the City of Goleta.

Funding Sources
Funding for this project was a combination of Measure A (City share), State Highway Operations and Protection Program (SHOPP) and the Santa Barbara County Flood Control District. The Santa Barbara County Flood Control District was the lead agency on this project.
Current Phase
The Caltrans project was completed in June of 2017. The City finished off the project with a roadway rehabilitation project to repave Calle Real between La Patera Road and Fairview Avenue which included restriping of the roadway, adding buffered Class II bike lanes and green bike lane paint at conflict areas. The paving and striping project was completed in early 2018. The City of Goleta (as a stakeholder/partner for the project) and Caltrans received an "Excellence in Partnering" award for the culvert replacement project.
