Parking Permit Program for Halloween and Deltopia Event

In past years, the City of Goleta held temporary parking restrictions in response to unsanctioned Isla Vista Halloween events.  Parking permits were delivered in the mail, and permits were necessary to park overnight in University 1 and 2 neighborhoods.  Goleta is NOT conducting these parking restrictions for Halloween 2024. 

The City of Goleta and the Santa Barbara Sheriff’s Office monitored the activity in these neighborhoods over recent years and found that circumstances that led to the program’s existence are no longer present. City staff will continue to monitor the activity in the affected neighborhoods and will be ready to reimplement the parking restrictions should they be necessary.

Goleta will NOT be conducting parking restriction for Halloween 2024 and no permits will be mailed to residents.

For spring Deltopia, city staff anticipate that there WILL be parking restrictions for one weekend in late March / early April.  Unsanctioned Deltopia events still see increased traffic across Isla Vista, Goleta, and other nearby areas.
